The following are topics that I hope you will find informative and useful in the daily operation of your Association. I also hope that you will share this letter with the members of your HOA so that they too are kept informed on GVCCC activities. Candidates Forums
This is a “heads up” on two (2) Candidate Forums that will be held in September at the GVR West Social Center. The sponsors are the GVCCC, Green Valley Recreation, The Green Valley/Sahuarita Chamber of Commerce, the American Association of University Women, Green Valley Chapter and the Green Valley Chapter of the League of Women Voters of Greater Tucson. The League of Women Voters is providing the moderator for both forums that take place on:
Saturday, September 11 from 12 Noon to 2:00 PM. It will include the following candidate offices:

U. S House of Representatives – Direct 8
Arizona Governor
Arizona Secretary of State
Arizona Attorney General
Arizona Treasurer
Tuesday, September 21 from 10 AM to 12 Noon. It will include the following candidate offices:

Green Valley Fire District Board

The following became effective July 29, 2010:
HB 2345 (House Engrossed Version): Real Estate Signs [Amends A.R.S. Sections 33-1261 in the Condominium Act and A.R.S. Sections 33-1808 in the Planned Communities Act only]: This law adds the following new restrictions that further limit condominium and planned community associations’ power to prohibit real estate sign. Specifically, the following signs cannot be prohibited or otherwise regulated:
- Temporary open house signs or a unit owner’s “for sale” sign on his/her property.
- Temporary “open house” or “for sale” signs that are industry standard size and that are owner or used by the seller or his/her agent.
- “For Lease” signs (unless the governing document prohibits or restricts leasing)
- .An Association cannot require the use of a particular type or style of “For Lease” or “For Sale” sign, but may require the use of industry standard size signs (For Sale sign: 18” x 24” with one rider that is 6” x 24”; For Lease sign: 18 x 24”).
In addition, an Association cannot limit the hours for an open house, but can prohibit an open house from being held before 8:00 AM and may prohibit “open house” signs on a condominium’s common elements or a planned community’s common areas.
Background: Current statutes state that planned communities and condominium associations cannot prohibit the indoor or outdoor display of a “for Sale” sign and a sign rider by a lot or unit owner on the owner’s property. These statutes provide that the :”For Sale” signs must conform to industry standard sign size, not to exceed 18” x 24” and industry standard sign rider size not to exceed 6” x 24”L. This new law also prohibits an HOA from regulating or disallowing temporary open house signs, “For Sale by Owner” signs and “For Lease” signs that conform to the industry standard size.
Two other Bills that have been signed into law relate to (1) Award of Document Preparer Costs in Litigation and (2) Transfer Fee Covenants. If you are interested in either of these Bills, please stop by the GVCCC office and we will provide you with a copy.
HOA President’s Meeting
A reminder – Next Wednesday, August 25th at 1:00 in Suite 24 here in the Green Valley Village there will be a meeting of HOA Presidents or their designee to discuss topics of mutual interest – common area maintenance, CC&R revisions, budgets, reserves, committee structure, etc. A special presentation will be made by attorney Phoebe Harris who will speak on the “Do’s and Don’ts on being a Volunteer Board Director.” This is an eye-opening topic. Plan to attend. Call the GVCCC offices at 648-1936 to make your reservation.
Needs Assessment Survey Presentation
Don’t forget this very important presentation for the community. Residents, organizations and businesses will want to review the results of this survey. The powerpoint presentation will be on Tuesday, September 7th at the West Social Center beginning at 10:00 AM.
